This sets the maximum number of cuts to be kept in the cut pool. The only reason to change this is if the solver is producing a metric ton of cuts for some problem, and this causes your computer to run out of memory, start smoking, or even explode.
You will probably never need to figure this out by yourself, so this is here so that I can say “well, I told you so” when you call for support.
